RESOLUTION No: ___ to designate and celebrate the Republic of Vietnam Day on October 26.

An act to designate the date of October 26, and in each following year as Republic of Vietnam Day to honor the Just Cause and Commemorate the Contributions and Sacrifices of the Army, People, Elected and Governmental Officials of the Republic of Vietnam as well as American soldiers, Vietnam War Veterans, Allied Armies and their families.

WHEREAS, the Vietnamese American community of Garden Grove [Westminster, or Fountain Valley, or Orange County … in California …] is originally a community of Vietnamese Refugees consisting of the citizens of all classes from the Republic of Vietnam fleeing their country after the Vietnam War which was launched by the Vietnamese Communists from 1955 to 1975, and ended on April 30, 1975 in order to protect their lives and cultural heritage from being damaged or possibly destroyed;

WHEREAS, in the Vietnam War ending in April 1975, the Government of the Republic of Vietnam and its Armed Forces, People, Elected and Governmental Officials had struggled continuously and bravely to defend and protect the Freedom, Life, and Property of the People, to safe-guard the Republic and the new born Democratic regime just created after the reestablishment of independence from the French colonist;

WHEREAS, in this Vietnam War against the invasion of the Vietnamese Communist, the United States and its Allied Armies of Australia, South Korea,Thailand, New Zealand, and Philippines also had enormous contributions and sacrifices in protecting Freedom, Life and Property of the Vietnamese People as well as the Democracy and the Republic of Vietnam;

WHEREAS, the Vietnamese Americans community with a population of nearly two million, consisting of many industrious and talented members, after four decades of integration has matured with numerous successes in all fields from culture to education, business and politics, science and technology, electronics and internet, trading and financing, court and military, and has contributed a significant effort to the maintaining of the development, and protecting the fabric of the American society from the local to state and federal government levels;

WHEREAS, the Just Cause of the Struggle to Defend and Protect Freedom, Life and Property of the People as well as the Democracy and the Republic of Vietnam, and the enormous sacrifices and contributions of the Army, People, Elected and Governmental Officials and their families have been ignored or forgotten after the end of the Vietnam War in April 1975;

WHEREAS, even in the United States, the sacrifices of more than 58 thousand American soldiers and the contributions of about three million former servicemen and servicewomen as well as their families during the Vietnam War have not been recognized and honored properly, but adversely had been forgotten and treated ungratefully or unwelcome when they returned home after finishing their mission in Vietnam;

WHEREAS, today the People and the Vietnamese Socialist Republic of Vietnam also has professed their mistakes in creating sufferings for the Vietnamese people during the Vietnam War and recognized the sacrifices and contributions of the Army, People and Governmental Officials of the Republic of Vietnam, especially the courageous fight of 74 soldiers of the Republic of Vietnam against the invasion of Paracel Island by Red China to protect the integrity of Viet Nam sea territory in 1974. They also do not want to name the Republic of Vietnam as “puppet government”;

WHEREAS, today the Vietnamese Socialist Republic of Vietnam has implied that it is in the process of change, not maintaining a constant revenge behavior and gradually approaching the comprehensive cooperation with the United States, as well as preparing to change its political and economic structure, at the same time trying to reconcile with the collective Vietnamese and the Army, People, Elected and Governmental Officials of the Republic of Vietnam;

RESOLVED by _________________ , designate the date of October 26, and in each following year as the Republic of Vietnam Day to honor the Just Cause of the Republic of Vietnam, and to commemorate the Contributions and Sacrifices of the Army, People, Elected and Governmental Officials of the Republic of Vietnam as well as American soldiers, Vietnam War Veterans, Allied Armies and their families.

Đề Nghị Dự Thảo Nghị Quyết Ngày Việt Nam Cộng Hòa (Vietnamese translation)

Một Nghị Quyết chỉ định ngày 26 tháng 10, và những năm kế tiếp, là Ngày Việt Nam Cộng Hòa để Vinh Danh Chính Nghĩa của Việt Nam Cộng Hòa và Ghi Nhớ những sự Đóng Góp và Hy Sinh to lớn của Quân Dân Cán Chính Việt Nam Cộng Hòa cũng như quân đội Hoa Kỳ, các Cựu Chiến Binh, Quân Đội Đồng Minh và gia đình họ trong Cuộc Chiến Việt Nam.

XÉT RẰNG, Cộng Đồng người Mỹ gốc Việt sinh sống tại (TP Garden Grove, Westminster, Fountain Valley, Quận Cam, TB California…) là cộng đồng của những người Việt tị nạn Cộng Sản mà nguồn gốc là những công dân thuộc mọi giới trong Chính Quyền Việt Nam Cộng Hòa tại miền Nam Việt Nam, đã bỏ nước ra đi sau khi cuộc chiến Việt Nam – chống lại sự xâm lăng của cộng sản kết thúc vào ngày 30 tháng 4, năm 1975, để bảo vệ sinh mạng và di sản văn hoá dân tộc khỏi sự hãm hại và huỷ diệt bởi Cộng Sản;

XÉT RẰNG, trong cuộc chiến Việt Nam kết thúc vào tháng 4 năm 1975, chính quyền Việt Nam Cộng Hoà và quân dân cán chính Việt Nam Cộng Hòa đã chiến đấu một cách dũng cảm và kiên cường để bảo vệ tự do, và sinh mạng, tài sản của người dân, bảo vệ nền cộng hoà và chế độ dân chủ non trẻ vừa được thành lập sau khi thu hồi nền độc lâp từ thực dân Pháo sau năm 1954;

XÉT RẰNG, trong cuộc chiến Việt Nam, Hoa Kỳ và quân đội Đồng Minh Úc Đại Lợi, Đại Hàn, Thái Lan, Phi Luật Tân, Tân Tây Lan đã đóng góp và hy sinh to lớn trong công cuộc Bảo Vệ Tự Do, Tính Mạng và Tài Sản của Nhân Dân Việt Nam, Bảo Vệ Thể Chế Dân Chủ và Nền Cộng Hòa non trẻ của Việt Nam Cộng Hòa, chống lại cuộc chiến tranh xâm lăng do Cộng Sản Việt Nam phát động;

XÉT RẰNG, Cộng Đồng người Mỹ gốc Việt với dân số gần 2 triệu người, có rất nhiều thành viên siêng năng, tài giỏi, sau bốn thập niên hội nhập vào xã hội Hoa Kỳ đã trưởng thành với những thành công đáng kễ trong mọi lãnh vực từ văn hóa cho đến giáo dục, kinh tế chính trị, khoa học kỹ thuật, điện tử thông tin mạng lưới toàn cầu, thương mại tài chánh, luật pháp quân sự và đóng góp rất nhiều cho sự phát triển và bảo vệ xã hội Hoa Kỳ từ cấp thành phố cho đến tiểu bang, liên bang;

XÉT RẰNG, Chính Nghĩa Đấu Tranh để Tự Vệ và Bảo Vệ Tự Do, Tính Mạng, Tài Sản của nhân dân, Bảo Vệ Thể Chế Dân Chủ Cộng Hòa của các Chính Quyền Việt Nam Cộng Hòa và những Đóng Góp Hy Sinh to lớn của Quân Dân Cán Chính Việt Nam Cộng Hòa trong cuộc chiến Việt Nam đã gần như bị lãng quên hoặc không được nhắc nhở tới sau khi cuộc chiến Việt Nam kết thúc vào tháng 4 năm 1975;

XÉT RẰNG, ngay tại Hoa Kỳ, sự hy sinh của hơn 58 ngàn chiến binh và sự đóng góp to lớn của hơn hai triệu rưỡi quân nhân Hoa Kỳ và gia đình họ trong cuộc chiến Việt Nam cũng không được ghi nhận và vinh danh một cách xứng đáng, mà ngược lại còn bị lãng quên hay bị đối xử tệ bạc khi trở về nước sau khi thi hành nghĩa vụ cao quý của mình;

XÉT RẰNG, ngày nay Nhân Dân và Chính Quyền Cộng Sản Việt Nam cũng đã nhận ra những sai lầm trong chủ trương cuộc chiến Việt Nam, đã nhìn nhận những sự đóng góp và hy sinh to lớn của quân dân cán chính Việt Nam Cộng Hòa trong cuộc chiến này, nhất là sự chiến đấu dũng cảm của 74 chiến sĩ Hải Quân Việt Nam Cộng Hòa trong trận Hải Chiến Hoàng Sa để bảo vệ chủ quyền quốc gia, và đã không còn gọi Việt Nam Cộng Hòa là “ngụy”;

XÉT RẰNG, ngày nay chính quyền Cộng Sản Việt Nam, đã có một số chỉ dấu ngầm hiểu là sẽ có những thay đổi, không còn duy trì thái độ thù địch cố hữu và càng ngày càng tiến dần đến chỗ hợp tác toàn diện với Hoa Kỳ về nhiều phương diện để tiến dần đến chỗ cải tổ chính trị và kinh tế theo hướng dân chủ hóa và kinh tế thị trường, đồng thời đã có những nỗ lực tìm cách hòa giải hòa hợp với tập thể người Việt quốc gia, tập thể Quân Dân Cán Chính Việt Nam Cộng Hòa.

Quyết Nghị chọn ngày 26 tháng 10, và ngày này trong những năm kế-tiếp, làm ngày Kỷ Niệm gọi là Ngày Việt Nam Cộng Hòa để Vinh Danh Chính Nghĩa của Việt Nam Cộng Hòa và Ghi Nhớ những sự đóng góp và hy sinh to lớn của Quân Dân Cán Chính Việt Nam Cộng Hòa cũng như Quân Đội Hoa Kỳ, các Cựu Chiến Binh, Quân Đội Đồng Minh và gia đình họ trong Cuộc Chiến Việt Nam.
